Crossways and the multi-tenant business park problem
Crossways Business Park is a good example of a building type that causes control problems structurally rather than through any one contractor's mistake. A multi-tenant scheme typically has a base-build BMS installed by the developer's controls contractor, covering shared plant, common parts and the shell-and-core services, and then each tenant fits out their own space with their own contractor, on their own timeline, sometimes years apart. Nobody owns the whole picture, because nobody is supposed to — the landlord owns the base build, the tenant owns the fit-out, and the two are meant to sit on top of each other cleanly.
